The High Court in London ruled on Tuesday that Julian Assange, the embattled WikiLeaks founder, cannot be immediately extradited to the United States, saying American authorities must offer assurances about his treatment first, including over his First Amendment rights and protection from the death penalty. The decision had been highly anticipated as the moment the court would decide if Mr. Assange had exhausted his challenges within British courts. Instead, in a nuanced decision, two judges determined that clarity on his fate would again be on hold. In their ruling, the two High Court judges said that the court “will grant leave to appeal” on narrow grounds, “unless a satisfactory assurance is provided by the government of the United States of America.”The court has given the United States three weeks “to give satisfactory assurances” that Mr. Assange “is permitted to rely on the First Amendment to the United States Constitution (which protects free speech), that he is not prejudiced at trial (including sentence) by reason of his nationality, that he is afforded the same First Amendment protections as a United States citizen and that the death penalty is not imposed.”

CNN —House Speaker Mike Johnson has the fate of a democracy and a people in his hands. It’s not the United States, which will survive – even if the coming general election results in another existential test for the constitutional system. Johnson, a backbencher who was the last-ditch choice to lead the mutinous House GOP majority last year, could relieve Ukraine’s agony and help ensure its survival as an independent nation in the coming days. Nothing can be guaranteed in a fractious Congress, with a House GOP majority that has rendered the United States close to ungovernable and is threatening America’s global leadership role. And history is watching whether Speaker Johnson will put that bill on the floor.

A senior Russian official has signaled that Russian forces could make another attempt to capture Kyiv, after a failed attempt to seize the Ukrainian capital early in the war. Deputy chairman of the Russian Security Council, Dmitry Medvedev, told Russian media agencies that Russia could "reach Kiev," using the Russian spelling of the city, saying it could happen later, if not now. Russia claims that the partially occupied regions of Donetsk, Luhansk, Zaporizhzhia and Kherson are now a part of Russia, a claim roundly rejected by Ukraine and its allies. In his latest interview, Medvedev commented that "this regime must fall, it must be destroyed, it must not remain in this world." Kyiv was a "Russian city," he claimed, warning that in Ukrainian hands it was "a threat to the existence of the Russian Federation."
